ARGENTINA
Work on Latin America’ s first Stargate project is underway.
Powered by clean energy, this major infrastructure initiative would position the country as a regional and global leader in AI – driving investment, economic growth, and expanded opportunities nationwide.
OpenAI and Sur Energy have signed a Letter of Intent( LOI) to explore building a large-scale data center in Argentina. Under the plan, Sur Energy would lead development of the energy and infrastructure ecosystem, form a consortium including a cloud infrastructure partner and ensure reliable, efficient, and sustainable power for the project. OpenAI is considering becoming an offtaker once the infrastructure is operational.
Argentina enters the AI era with strong momentum. Millions of Argentinians now use ChatGPT weekly, with usage tripling over the past year and highest among adults aged 18 – 34. The country is also one of the region’ s leaders in developers building on OpenAI tools – a sign not only of widespread AI adoption, but of Argentina’ s growing contribution to shaping the technology. This foundation, combined with a robust developer ecosystem, makes Argentina a natural location for building next-generation AI infrastructure.
BRAZIL
The Inter-American Development Bank( IDB) has approved a $ 50 million loan to accelerate digital transformation in the state of Piauí through the Piauí Mais Digital project. The initiative aims to expand digital connectivity, increase the availability and use of digital public services, modernize government operations and strengthen the digital capabilities of local businesses.
Funding will support the expansion of Piauí’ s data transmission network and upgrades to its data center infrastructure. The project will also enhance the state’ s capacity for risk management and cybersecurity incident response. To improve the quality of digital public services, public employees will receive training through an AI certification program.
A strong emphasis on inclusion ensures that new digital systems are accessible to people with disabilities and tailored to vulnerable populations. Thirteen quilombola communities will gain new internet access points and a digital literacy program will be implemented to support residents in these territories.
In addition to supporting the Stargate initiative, OpenAI is discussing broader collaboration with the Argentinian government through its OpenAI for Countries program, beginning with AI adoption within government institutions. As seen in similar partnerships worldwide, ChatGPT can help public-sector teams and research organizations work more efficiently, reduce costs, and improve services for citizens.
Local businesses will receive technical assistance to adopt digital technologies in priority sectors. The project will also launch a talent development program with a focus on women and vulnerable groups. Additionally, it will strengthen the institutional capacity of the Secretariat of Artificial Intelligence, Digital Economy, Science, Technology and Innovation – the first state secretariat in Brazil dedicated specifically to AI.
“ Stargate Argentina will help bring the country’ s AI vision to life,” said OpenAI CEO Sam Altman.
Sur Energy partner Emiliano Kargieman called the project a historic opportunity to unite Argentina’ s renewable energy strength with transformative AI infrastructure, creating jobs, attracting investment and supporting sustainable development.
The expansion of digital connectivity is expected to benefit approximately 755,000 residents across 99 municipalities. More than 200 companies will participate in programs designed to boost digital adoption.
