The Land Institute of Pará( ITERPA), the public agency responsible for the land regularisation of rural and urban public lands in the State of Pará, and YouX, a Brazilian company specialising in the development of solutions that integrate geotechnology and AI, have revealed the results of a technological innovation project that promoted the modernisation of land regularisation, increasing efficiency in the analysis of land titling processes, allowing the reduction of the average term for issuing property titles in the state from eight years to just 23 days – benefiting more than 200,000 people. limited access to public policies such as rural credit and housing programs, especially by the most vulnerable populations.
In addition, the absence of integrated data represented an obstacle to monitoring and combating illegal practices such as land grabbing and irregular deforestation.
This advance is the result of the use of the Land Registration and Regularization System( SICARF), a fully digital platform, the result of the partnership between ITERPA’ s highly qualified knowledge in land regularisation and YOUX’ s technological expertise, which automates and integrates the entire flow of rural and urban land regularisation from the initial registration of a property to the issuance of the title.

“ Together with YouX, we developed SICARF and transformed the entire land regularisation process. The Government of the State of Pará understood that in order to develop the State, produce sustainably and preserve the living forest it would be necessary to prioritise the land agenda. In this sense it decided to make investments in innovation and technological development to modernise this important public service provision. By managing to build a technological platform for land regularisation it was possible to regularise more than 44 thousand titles, 14,780 of which were urban and 30,211 rural accounting for about 2 million hectares with approximately 1 million for forest peoples including indigenous peoples, quilombola communities, riverside dwellers, extractivists and rubber tappers and other traditional populations.
Before the implementation of SICARF, all processing and analysis was carried out manually requiring interested parties to travel to the agency’ s headquarters both for the generation of protocols and for monitoring the process. The use of analog methods caused slowness and compromised the integration between public agencies and legal certainty and
